Piden citar a Garré al Congreso por el espionaje de Gendarmería
Diputados de diferentes bloques opositores se sumaron a la iniciativa. El jefe de esa fuerza reconoció la existencia del "Proyecto X", una base de datos de dirigentes sociales. También, que efectivos realizan tareas de civil para obtener datos. La ministra de Seguridad, por Twitter, descalificó las críticas. Pero evitó pronunciarse sobre la cuestión de fondo.

Diputados de diferentes bloques pidieron hoy citar a la ministra de Seguridad Nilda Garré e interpelarla en el marco de la Comisión de Seguridad de la Cámara de Diputados de la Nación sobre las tareas de espionaje internollevadas a cabo por la Gendarmería Nacional en el marco del Proyecto X, tal como ya reconoció el titular de esa fuerza. La existencia del Proyecto X tomó estado público con un informe presentado anoche en TN.
La iniciativa de la diputada Patricia Bullrich (Unión por Todos) fue suscripta por diputados de la UCR, Pro, Gen, Frente Peronista y Socialista del MIJD. Entre otras cosas, piden saber cuándo fue creado el Proyecto X, qué unidades y/o organismos de esa fuerza están afectados y quién decidió darle carácter secreto.
"En el marco de este programa, se sabe que la Gendarmería se infiltró entre los manifestantes en la "causa Kraft", en la que 40 trabajadores fueron procesados en el fueropenal. El Estado de Derecho presupone utilizar herramientas lícitas sean cuales sean las circunstancias", rechaza el proyecto.
Y destaca que según la ley 25.520, que "ningún organismo de inteligencia podrá realizar tareas represivas, poseer facultades compulsivas, cumplir, por sí, funciones policiales ni de investigación criminal, salvo ante requerimiento específico realizado por autoridad judicial competente en el marco de una causa concreta sometida a su jurisdicción, o que se encuentre, para ello, autorizado por ley".
Hasta ahora ningún funcionario del Ministerio de Seguridad habló sobre el "Proyecto X", la base de datos sobre dirigentes sociales que el titular de la Gendarmería, Héctor Schenone, reconoció ante la Justicia y en el marco de la cuál efectivos de esa fuerza realizaban tareas de espionaje vestidos de civil. La ministra Nilda Garré, a través de Twitter, descalificó las críticas. Pero evitó pronunciarse sobre la cuestión de fondo.
La existencia de ese programa secreto para espiar a obreros y dirigentes sociales, que vulnera la Ley de Inteligencia Nacional, fue reconocida por el propio Schenone en un escrito que le envió a la Justicia en el marco de la causa 14.966/2011, caratulada "Gendarmería Nacional s/delito de acción pública c/Hermosilla, Dario Javier y otros".
"Hay que investigar las responsabilidades técnicas en la Gendarmería y también las políticas. En esto debería intervenir la Justicia, pero estando Oyarbide al frente de la causa es una garantía de que no va a pasar nada", destacó el diputado Jorge Triaca (Pro), uno de los se sumó al proyecto de Bullrich.
Por su parte, Eduardo Amadeo (Frente Peronista), dijo que "el Gobierno ya no puede ocultar su profundo autoritarismo". "El reiterado intento por silenciar a los medios, y el espionaje a opositores, son dos caras de un proyecto cada vez menos democrático", agregó.
En el texto remitido a la Justicia, Schenone admite que Gendarmería tiene un programa que tiene como objetivo obtener información personal, creencias, movimientos bancarios y direcciones de líderes de movimientos sociales y gremiales. La causa tomó el nombre de Darío Javier Hermosilla, quien fue delegado sindical y formó parte de las protestas contra la empresa Kraft Food en 2007 a la que le reclamaban mejoras salariales y la reincorporación de trabajadores despedidos. Efectivos de la Gendarmería Nacional y la Policía Federal fueron desplegados en aquel entonces para evitar el corte que realizaban en la Panamericana.
La difusión del documento se hizo anoche en el programa "A Dos Voces", que también mostró videos de cámaras ocultas que dejaban ver cómo efectivos de la Gendarmería intentan hacerse pasar por periodistas para obtener información. En la mente de los gobiernos totalitarios, esto esta bien. Sin control legislativo de diputados y senadores , quienes se declaran sorprendidos, evitan el control del pueblo y de las provincias. Sirve a los intereses exclusivos del poder ejecutivo. La intervencion judicial se vuelve a dar en el mismo juez federal de siempre. Descuidan las fronteras, haciendolas mas permeables al narcotrafico , para emplear la GN en tareas que le son ajenas , concentrandola en nucleos urbanos , para lo cual no fueron creadas ni disenadas. Es un seguimiento ilegal e ilegitimo de ciudadanos, hecho a espaldas del pueblo y de sus representantes. Queres algo mas? En un pais civilazado costaria la cabeza de ministros y jefes de la fuerza y ademas del proceso judicial, una comision investigadora. Estamos en la barbarie y en la impunidad total. El gobierno sabe que no va a ser juzgado ni va a responder por esto. Nadie lo hizo antes ni lo van a hacer ahora.
Ademas me pregunto, si a la ultima dictadura militar se le ha tipificado el uso del aparato del Estado para enmarcar al "terrorismo de Estado", cual entonces es la diferencia de usar al Estado para hacer un libro negro de Dona Petrona para uso exclusivo del Poder Ejecutivo. No era que estabamos en democracia? O es una figura aplicable cuando conviene?
